Much of schedule.ccl is actually case sensitive eg the names of
scheduled routines (since they are passed to the linker) and also
parameters used in if(blah) {...} statements (but not the grid scalars
in SCHEDULE foo IF blah).

So having group and bin be case sensitive makes them closer to function
names (which always are). I would leave them case sensitive so that
groups behave as regular functions do as much as possible.
