[Users] Building on stampede

Hi,

When I try a fresh build of the current ET trunk on stampede, I get

> CST error 1:
>   -> Thorn 'LORENE' requires the capability 'LAPACK'.

Did something get forgotten in the latest BLAS/LAPACK/OpenBLAS changes?
