[Users] maximum memory allowed for testsuites

Hi,

We should put a limit on how much memory a testsuite is allowed to use.
Currently two testsuites fail in a 1GB (RAM) bare-bones virtual machine
due to this:

 CarpetProlongateTest/test_cc_tvd_hi
 IllinoisGRMHD/magnetizedTOV

Both tests succeed using 2GB RAM on the same VM.
