  - Bootstrap might be a good way to get responsive pages without a lot 
    of effort.
  - remaining question: "offline" (jekyll) vs. "online" (javascript).
    both support 'includes' and 'variables', and both support local
    views of the pages. 'jekyll' requires special tools, while
    javascript requires more live-page loads, and obviously
    enabled javascript.
