[Users] ET release coordinator elections

Hello all,

for the upcoming ET release ET_2020_04 there is no designated release
coordinator yet.

In the past Steve has been handling this, though with this release the
idea is to spread out the tasks a bit more.

If you are interested or know someone who may be interested in
coordinating the next release, please add their names to:

https://docs.einsteintoolkit.org/et-docs/Release_Process

before the next ET call (Jan 23rd 2020). 

We will hold a vote at the next ET call to select a release coordinator.
