Hello Shanshan,
we have had issues with OpenMPI and MacPorts in the past (see eg
https://bitbucket.org/einsteintoolkit/tickets/issues/2290/failure-to-compile-et_mayer-using-gcc-mp-9) though usually with OpenMPI preventing us from building and not so much it itself not building.
Not usually building OpenMPI.
It worked for me a couple of weeks ago (on a freshly installed Catalina
system), though this may have changed since.
Can you include (or check) the file
/opt/local/var/macports/logs/_opt_local_var_macports_sources_rsync.macports.org_macports_release_tarballs_ports_science_openmpi/openmpi-gcc9/main.log
mentioned in the error message?
Yours,
Roland

Our system is macOS Catalina with Xcode and Macports installed successfully. When we use the commend: sudo port -N install pkgconfig gcc9 openmpi-gcc9 fftw-3 gsl jpeg zlib hdf5 +fortran +gfortran openssl subversion ld64
