A quick Google search does find a couple of hits but nothing that
really looks exactly like this.

I am afraid I cannot reproduce the issue. You are running Ubuntu 18.04
LTS curl version 7.47.0, are you?

Can you access 

https://raw.githubusercontent.com/gridaphobe/CRL/ET_2020_11/GetComponents

in your browser? 

Could it be some sort of proxy or firewall issue? Can you include the
screen output of 

curl -v https://raw.githubusercontent.com/gridaphobe/CRL/ET_2020_11/GetComponents >/dev/null
