Comment (by alibeck):

 Implemented a bugfix in simrestart.py.

 If the submitscript given with the option --submitscript does not exist,
 is a directory or is an empty file, simfactory exits with an appropriate
 error message.

 The changes are committed to the trunk and the branch ET_2011_10. The
 ticket can be closed.
