Checkout currently fails on Ubuntu / WSL with an invalid certificate error:

```
fatal: unable to access 'https://git.ncsa.illinois.edu/elihu/Gravitational_Waveform_Extractor.git/': server certificate verification failed. CAfile: none CRLfile: none
```

though `curl https://git.ncsa.illinois.edu/elihu/Gravitational_Waveform_Extractor.git` works fine \(even if it only shows an HTML page stating that I will be redirected\).
