CarpetLib's mem object has a special "emplace" constructor that allows
the user to turn a block of memory into a mem object.
The assert that you see is part of that functionality and tries to
ensure that the block of memory is actually big enough to hold the
number of elements it claims to hold.

There are multiple places where this constructor is used. One is in
gdata.cc another one is in FlexIO. Your backtrace will hopefully tell
you from where the constructor is being called.
