[Users] release tags

Hi,

This is meant primarily for the developers: The release-repositories now
also contain not only the release branches, but also release tags. These
are, unlike the release branches, not intended to be changed.

The names are ET_2013_05_v0 and Cactus_4.2.0_v0.
