Revert "Carpet: Disable automatic synchronisation after restriction"

This reverts commit 4acaa0d0d3e59d6e618815515871f1f1115a6789. The synchronisation after restriction is necessary since the synchronisation in POSTRESTRICT happens in the wrong order. See https://trac.einsteintoolkit.org/ticket/1499. test_restrict_sync_mlwavetoy now passes on both 1 and 2 processes.

Carpet: Add restriction sync test (using ML_WaveToy)

There is no other MoL wave equation thorn in the ET_2013_11 thornlist. Currently passes on 1 process and fails on 2 processes due to the restriction sync bug.
