CarpetProlongateTest test.ccl: Increase absolute and relative tolerance for test_o9 to 1e-11
See https://trac.einsteintoolkit.org/ticket/1603. High order prolongation is more sensitive to roundoff error than low order, and on some machines, the current tolerances are slightly larger than the differences we see.
