#394: Testsuite log file should contain more information

It is useful to look at the testsuite log file for information about how
the tests were run. For example, which compiler was used, and with what
compiler options. We need to balance this against providing information
which will always change, making diffs hard to read.
The most extreme case would be to output all make variables. Maybe better
would be to output CC, CFLAGS, CXX, etc. Another option would be to parse
these and say "intel compiler", "gcc", "pgi" etc.

New version of perl will no longer include "." from {{{@INC}}} by default.
This causes out perl code that uses "require 'lib/sbin/XXX.pl'" to fail.
Since this will affect the release version a patch needs to be backported.

Note that this is not Debian specific but affects all Perl packages.

Running qc0_mclachlan.par from the par directory of a 2016_05 checkout I
get:

Since qc0_machlan.par is a typical "beginner's file" and our tutorial
mentions it, we should update so that it does not produce warnings when
run anymore. We should also I believe update the paramwarn message to be
more helpful since likely the user did not know what the "usual way to set
up initial boundary conditions" is, otherwise they'd have done so :-).
Major as this should be be fixed for the next release.

I downloaded the ET devel version (ca. Nov 26) on my (ubuntu) laptop and
compiled it, using gcc.
I compiled to the linker stage, and the linker complained:
ld: cannot find -lnuma
ld: cannot find -lltdl
I found references to these libraries in:
configs/[buildname]/bindings/Configuration/Capabilities/make.HWLOC.defn
After removing these references, the code compiled and seemed (on the
surface) to run okay. Are these libraries really necessary?
I ask because every time I need to install ET on a new machine, it would
be more convenient if the step "apt-get install libnuma-dev libltdl-dev"
were left out, particularly since reliable Internet access may not exist
at that time.

The test ReflectionSymmetry/KerrSchild-rotating-180-EE.par depends on
initial data from KerrSchild and NoExcision (which includes solving an
elliptic equation). This means that problems in either of those are
caught by the symmetry thorn test. The symmetry thorn test should rely on
as few other thorns as possible, and those should be as simple as
possible. We need variables with nontrivial parities etc, but we could
implement those in ReflectionSymmetry itself, or use McLachlan with simple
initial data. I propose that these tests are decoupled from the
complicated thorns.

implements a short helper routine to fill a grid function with NaNs for
tests.
It *also* changes the schedule so that schedule.ccl does no longer depend
on STEERABLE=always parameters (either that or making the parameters
STEERABLE=recover is required to ensure correct behaviour).
Minor since it does not affect actual simulations (only the test) for the
most part, should go into the release though.

The attached patch adds a very thin layer of code to ExternalLibraries/MPI
to provide access to two communicators {{{MPI_Comm_World}}} and
{{{MPI_Comm_Universe}}} which can be used for multi-model runs (or runs
started via {{{MPI_Comm_Spawn}}}).
The code does not itself split a communicator, it only provides routines
to get and set the communicators.
It supports C and F90 calls (and C++ calls through external C and call
from F77 files since Cactus compiles those with at a F90 compiler).
Documentation is provided in the tex file and in the grdoc comments.

update:
1. it uses hard-links to build a mock directory hierarchy if possible so
that it can use a single call to git-add to update the repo
1. it only passes those thorns that have changed to update-git-repo.pl so
that git has fewer files to inspect for changes
