#2553: Cactus' link command uses CPPFLAGS and CXXFLAGS

This changes the way option lists behave, so should be reconsidered only after the May 2022 release since it requires use of `LD_XXX_FLAGS` to set settings that were previously inherited from `CPPFLAGS` and `CXXFLAGS` on the linker line.
The branch also has the unrelated commit [https://bitbucket.org/cactuscode/cactus/commits/f04408489af6800ad8d5e177eab… which is not strictly related to the subject of the ticket and instead disallows multiple definitions with pgCC by defatul in the same manner that gcc starting with version 10 does \(`-fno-common` is the default in gcc10 and up\).

The “Duez et al” trick is quite powerful – I implemented this trick in Baikal a few months ago and found H constraint violations drop by about an order of magnitude compared to when it’s not enabled, for binary black hole simulations \(e.g., a ET BBH gallery example - like simulation\).
The trick dates back to Yoneda & Shinkai [https://arxiv.org/abs/gr-qc/0204002](https://arxiv.org/abs/gr-qc/0204002) , who did an analytical \(non-numerical\) investigation

In addition Raithel & Paschalidis recently found that this trick improves H constraint convergence behavior in the context of binary neutron star simulations: [https://arxiv.org/abs/2204.00698](https://arxiv.org/abs/2204.00698)
Future versions of Baikal/BaikalVacuum will have this trick enabled by default – I’m now calibrating the magnitude and scaling of the coefficient.

As of git hash [0721ab29](https://bitbucket.org/cactuscode/cactus/commits/0721ab29f323a39d3… "Remove C\+\+ math work-arounds" of [cactus](https://bitbucket.org/cactuscode/cactus) at least gcc 6 must be present on a system to have full C\+\+11 support \(for both gcc and icc builds\).
The newest gcc version on bethe is 5.2 and thus compilation fails with:
