#2884: remove static variables used in Fortran wrappers

Similar to #2319 this removes use of static variables in the all chain for Fortran scheduled functions, making it possible to call them from CarpetX. It also removes a use of a string-based group lookup which linearly travered a linked list and had a malloc/free pair for each lookup.
