#2873: disable hard-coded compiler options in Silo

Silo contains a set of compilations options that it picks from based on the hostname (seems to cater to same DOE machines). Unfortunately one of the hostnames is “localhost”.

Pull request [https://github.com/EinsteinToolkit/ExternalLibraries-Silo/pull/2%5D(https://...) removes this.
