#2868: ExternalLibraries/ssht requires cloning external repositories

Hello,

I’m currently working on the new machine MareNostrum5, which doesn’t have internet connection (as many other clusters in Europe).

Similarly to the issue [here](https://bitbucket.org/einsteintoolkit/tickets/issues/2857/compiling-carpetx-...), the thorn `ExternalLibraries/ssht` attempts to clone additional repositories during compilation, thus requiring internet connection.
