To avoid that problem, you can put the information in a text file and add the text file as an attachment to the ticket by clicking on the "Attach file" button under the ticket summary at the top of the page.
From the output you send, it looks like you are having trouble connecting to the svn server svn.cct.lsu.edu. (In future, it would save time if you could attach all the output of the command that fails to the ticket, as often the cause of the error is printed to the screen, as in this case)

Can you ping the server?
ping svn.cct.lsu.edu
This has happened to me in the past with this server, but it usually fixes itself after a short time. But you said you have tried several times and the same problem occurs.
To test just this problem, you can do
svn checkout https://svn.cct.lsu.edu/repos/numrel/simfactory/branches/ET_2011_05 simfactory
and see if it works. It might be a routing problem between you and the CCT server. It works from the MPI Potsdam.
I also happen to have a Ubuntu 11.04 virtual machine on my laptop, and it works fine from that, so it's not a problem with the Ubuntu SVN client (though that was quite unlikely, I started this test before you sent the full output).
