#2716: incorrect rewrite rule on cactuscode.org

Cactuscode’s http server (from before we moved to GItHub pages) has an incorrect rewrite rule and changes [http://cactuscode.org/index.html%5D(http://cactuscode.org/index.html) to [http://cactuscode.orgindex.html%5D(http://cactuscode.orgindext.html) that is, it is missing a `/`.
