I have solved by manually downloading the thorn from https://svn.cct.lsu.edu/repos/numrel/LSUThorns/NSTracker/.

Can you please describe the error you get? It does work for me.
I suspect this is a certificate error. If so: what's your OS and OS version? If you run OSX, the information in #1801 might be helpful.
