I have confirmed that when ExternalLibraries/PAPI is removed from the ThornList, the ETK compiles fine with Intel 19.0.0.070 + Ubuntu 18.04.

Is this still the case? The line {{{ extern _Float64x strtof64x_l (const char *restrict nptr, }}} looks perfectly fine to me as long as _Float64x is actually defined. You may have to dig deeper to see why / if {{{_Float64x}}} is not defined (in some header file I would assume).
