#2050: cctk_startupxxx is a valid group

Currently, the "at" keyword in the schedule.ccl file is supposed to report
an error if one is scheduling in a group that is not present at startup.
It detects this with a regexp, but the regexp does not include boundaries.
As such cctk_startupxxx is considered valid.
In addition, the new parser is failing to report a CST error for this
violation regardless of group name.
The attached patch to the schedule parser fixes both defects.

#2121: simfactory should have a reviewed_not_ok state

Currently a successful ticket (more or less) goes through these stages:
* open
* accepted
* review
* reviewed_ok
* fixed
yet if the review is not positive then one can only reset it to accepted
or open which does not make it easy to look for ticket that were reviewed
but whose resolution was found wanting.
It would be good to have an explicit state for a ticket whose proposed
solution is rejected. Those tickets would then eventually be closed with
wontfix or similar codes.
This cannot be done through the web-interface since one needs to modify
trac's ini files. See
https://trac.edgewall.org/wiki/TracWorkflow#BasicTicketWorkflowCustomization
for how this needs to be done.

#2120: check that all parfiles that set ADMMacros::spatial_order also set
GRHydro::sources_spatial_order to the same value

Since GRHydro switched from ADMMacros to its own finite differencing for
the Christoffels in the source term, we must make sure that the change was
propagated to all parfiles. We may even want to check in GRHydro's
paramcheck that, if ADMMacros is active its {{{spatial_order}}} parameter
agrees with GRHydro's {{{sources_spatial_order}}} which should capture all
legacy parfiles that need updating.

The gallery example https://einsteintoolkit.org/gallery/ns/index.html
produces output significantly different from what is shown in the gallery.
Namely the maximum density drops to ~88% of the correct value compared to
only ~97% in the plot in the gallery.
Attached please find stdout, data file and the plot.
