[Users] release notes development

Hi

This is intended for the developers, but everyone is (or course) welcome to take a look as well - just understand that this is NOT a release and STILL IN DEVELOPMENT.

The STILL IN DEVELOPMENT release notes for the upcoming release can be found here:

http://einsteintoolkit.org/about/releases/ET_2017_06_announcement.html

Please correct/change/add to them BEFORE the call on Monday. If nothing comes crashing upon us we will release on Monday. If you like, get a cake and some candles, get a reverse list of numbers ready for a count down and celebrate. Don't forget a dragon - or a lighter if you aren't Steve.
