I think for the parfile the simplest solution is to not specify either ActiveThorns=BLAS LAPACK or ActiveThorns=OpenBLAS. Modern Cactus flesh with automatically activate a thorn that provides a capability used by another activated thorn. And since capabilities are unique in each thorn list there is only one thorn providing each capability.
This relies on OpenBLAS PROVIDING both BLAS as well as LAPACK.
