Fortran2003 apparently has NEW_LINE('A'), which (summarized) returns '\n'. '\r\n' is not possible, since the standard specifically talks about returning a 'one-character string, matching the argument', but I don't see this as a big problem. Cactus users will likely use a gnu environment even on Windows.
Like for some C specifics, Cactus could provide this in case compilers aren't up to the "latest" standard.
